Mr. Alcala has advocacy for and dedication to agricultural development, particularly organic agriculture. He has initiated, sponsored, and supported several undertakings and projects, among which are the Sentrong Pamilihan ng Produktong Agrikultura sa Quezon (Central Buying Station for Agricultural Products of Quezon); rehabilitation of postharvest facilities; Procesong Gulay para sa Masaganang Buhay (Vegetable Processing for a Bountiful Life); giving full scholarships for agriculture students; promotion and development of sustainable agriculture, espousing organic agriculture in relation to solid waste management; creation of the Provincial Sustainable Agriculture Consultative Council; rehabilitation of the coconut industry in Quezon, construction of farm-to-market roads; and the organization of Lingkod Saka, a nongovernment organization catering to the needs and concerns of local farmers.

Prior to his appointment as secretary of agriculture, Mr. Proceso J. Alcala was a member of the House of Representatives of the Philippine Congress. He represented the 2nd District of Quezon Province. Mr. Alcala was instrumental in the passage of the Organic Agricultural Act of 2010 (RA 10068) and Mount Banahaw-San Cristobal Protected Landscape Act (RA 2718). He also co-authored the Climate Change Act (RA 9729) and the Expanded Senior Citizens Act (RA 9994). He sponsored and worked for the eventual passage in the House of Representatives of the Hazardous and Radioactive Waste Management Act. Furthermore, he was vice chair of the Committees on Agriculture and Food and Public Works and Highways and a member of several other committees in the House of Representatives.

As an environmental advocate, he supported the planting of bamboo trees along river banks, the planting of mangroves in Tayabas Bay, the establishment of fish sanctuaries, and the cleanup of Dumacaa and Iyam rivers.

Mr. Alcala is a lifetime member of the Philippine Institute of Civil Engineers and a member of various professional and civic organizations. He has received several awards, among which are the 2003 Quezon Medalya ng Karangalan (Medal of Honor) for Environmental Protection, Ten Most Outstanding Public Servants–Special Award as Environmentalist, Natatanging Anak ng Lucena (2002) and Dolores (2007), and one of the Ten Most Outstanding Presidents of Rotary International District 3820 (1996-1997).

In 2008, Mr. Alcala co-authored the book Likas Saka: Gabay at Karanasan sa Likas ng Pagsasaka.
